Performance Standards to be met by connecting plant (Chapter 5

Access Standards
To ensure a new connection does not adversely affect power system security or does not affect the quality of supply to other network users, new connections are required to meet specific technical requirements or "Access standards", as defined in the Rules.

TransGrid, in its response to a "Connection Enquiry", provides:

  • Automatic access standard requirements, for access which would be automatically granted
  • Minimum access standard requirements, below which no connection could be allowed

TransGrid notes that there are potential advantages for a Connection Applicant to meet automatic access standards. For example, it would simplify and shorten the required performance standards studies.

Performance Standards
"Performance Standards" studies ensure the "Access Standards" can be met. The studies are important (they may take more than 3 months) and they rely on accurate and detailed Connection Applicant's data (for example the generator's model is essential for stability studies.) Any negotiation on "Access standards" below the automatic level will involve NEMMCO consultation.

At the completion of all negotiation and studies regarding "Access Standard", the final set of Access Standards will be approved.

Connection Agreement
The Connection Agreement is an agreement that defines each party's obligations whilst connected. "Performance Standards" are an essential part of the Connection Agreement.
