The Network Connection Process is a regulated process, defined in the Rules (Chapter 5, clause 5.3).
Connection Applicants are encouraged to contact TransGrid for more information and discussion prior to the lodging of a Connection Enquiry or an Application to Connect. This enables work required to develop connection arrangements to commence before Connection Applicants are in a position to lodge fully Rules compliant Applications.
Formal Network Connection Process
- Stage 1: Initial assessment (Connection Enquiry)
- Stage 2: Detailed assessment (From an Application to Connect to an Offer to Connect)
- Stage 3: Construction
- Stage 4: Commissioning
Refer to the Connection Process Map for a more detailed overview of the Connection Process.
Duration of the Connection Process
The elapsed time to work through the above stages varies, depending on the complexity and the maturity of each project. However, the following is provided as a guide:
- A simple connection to an existing substation - minimum 18 months.
- A new connection requiring the construction of a substation - minimum 24 months.
- A new connection requiring the construction of a transmission line - possibly more than 5 years.
Some of these time frames can be shortened if work can commence before a Connection Applicant is in a position to lodge a Rules compliant Application to Connect. TransGrid can facilitate this be entering into formal arrangements with intending Applicants early in the process, provided that intending Applicants notify TransGrid of their intentions in a timely fashion.
Connection Investigation Agreement
In response to an "Application to Connect", the detailed scope of the connection investigation is formalised in a Connection Investigation and Negotiation Agreement (CINA). Similar forms of agreement can be established prior to a formal Application to Connect to assist in shortening the time taken once an Applicant is in a position to lodge a Rules compliant Application to Connect.
Connection Applicant Data required for an "Application to Connect"
"Application to Connect" studies are complex and require detailed Connection Applicant data about the proposed connection. This data is provided by the Connection Applicant at the lodgment of an "Application to Connect".
Refer to the Performance Standards for further information on the standards that need to be met by a connecting plant.
Validity of an Offer to Connect
TransGrid's Offer to Connect is valid for a period of 1 month.
