The Western Sydney Supply Project (WSSP) is one part of a five year plan to secure Sydney’s power supply for the future. The project is necessary to ensure a continued reliable supply of electricity to the city and the greater Sydney area.
The WSSP includes:
- Construction of the new Holroyd Substation at Greystanes;
- An upgrade to the existing overhead transmission line between Sydney West Substation at Eastern Creek and the new Holroyd Substation;
- Construction of the new Rookwood Road Substation at Potts Hill; and
- Construction of a new underground electricity cable between the two new substations.

Where are we up to?
The Western Sydney Supply Project is the most practical and cost effective solution to overcome the limitations in the transmission network in the Sydney area, and the project will proceed. Final planning, design and environmental approvals are currently underway.
Environmental approvals
In total, four environmental assessments or Review of Environmental Factors (REF) are being undertaken for each part of the WSSP, in line with Environmental Planning and Assessment Act 1979. The REF is a type of environmental assessment and helps us manage the possible effects of a project. As part of the REF, field studies are undertaken to examine the projects impacts on ecology, indigenous and non-Indigenous heritage, hydrology, geology and visual impact.
Environmental assessments for the new Holroyd and Rookwood Road Substations are completed. The Holroyd Substation REF was approved in February 2011 and the Rookwood Road Substation REF was approved in December 2010.
The REF for the underground cables between Holroyd and Rookwood Road Substations is expected to be placed on public exhibition in the coming weeks.
Update on the Holroyd Substation
The new Holroyd Substation will be built on Hyland Road, Greystanes in the south western corner of Hyland Road Regional Park - the former home of a pigeon club and rifle range facility. Construction on the new substation is expected to start in September 2011. Two transformer deliveries are scheduled for mid 2012.
Update on the transmission line upgrade
The existing transmission line from Sydney West Substation at Eastern Creek will be upgraded to operate at a higher voltage. The upgrade will allow TransGrid to meet the growing electricity needs of Sydney as the population increases. New sections of the transmission line will be built to connect into the new Holroyd Substation and to connect into Sydney West Substation at Eastern Creek. If the project is approved, we will begin work on the transmission line in early 2012.
Update on the Rookwood Road Substation
The new substation is being built on Rookwood Road, Potts Hill in the new Potts Hill Business Park. Construction on the new substation is expected to commence in September 2011. Three transformer deliveries are expected between late December 2012 and early 2013.
Update on the underground cable
The 15 kilometre electricity cables will be buried underground between Holroyd Substation and Rookwood Road Substation. TransGrid proposes to install the cables along the Sydney Water pipeline corridor from Guildford to Potts Hill and alongside the Canal Reserve Cycleway between Holroyd and Guildford. As a result, the cables will not pass under any residential properties. If the project is approved, we will begin work on the underground cables in early 2012.
