Biography
Philippe Wind is currently operating partner for CDPQ (Caisse des Depots et Placements du Quebec – 450 bn$ AUM infra-PE-real estate- markets), in the infrastructure group, Singapore based, global role to oversee general management and operation of CDPQ infra assets (50 billion USD equity) in Asia Pacific towards better performance, governance and value creation. Engaged especially in Asia Pacific and global energy/renewable assets such as in India, Japan, Taiwan and Australia. Strategic case to case involvement in development effort for the acquisition of new assets worldwide.
From 2013 till 2021 he was working with Actis, with positions such as CEO Actis Manager Singapore, with potential engagement as director in various Actis funds in Singapore, local Singapore team coordination and monetary Authority Singapore accreditation. He was also Director for energy/infra operations Actis, a large energy/infra investment PE fund. Philippe has been engaged with Actis since 2013 in global asset management team for under construction or operating energy assets of various technologies, but also for deals and portfolio management teams globally with a special focus on integrated utilities globally and/or general projects in south east Asia.
Prior to that he worked 19 years in the infra/utility sector across the world for Suez/Engie Group where he has been MD for 3 PPP companies for 10 years in China, Malaysia and Indonesia and did 7 years of large PPP projects international development at Paris HQ, 3 years in Singapore as MD for the infra/energy engineering firm WorleyParsons, and 2 years globally for McKinsey Singapore as a senior expert AP for infrastructure.
For the past 30 years he has developed various expertise in the utility, renewable, energy / multi-infrastructure space, but also in origination, deal making, management, operations, construction, engineering, consulting, regulatory, private equity or project finance areas. He spent 20 years in Asia in various countries but has been working in more than 30 countries worldwide since 1990 and speak several languages including Asian ones.
Philippe hold a Master of Science in civil engineering and environmental from Ecole Centrale de Lyon (France), an MBA from ESSEC Manheim (France/Germany), and a general management degree from Insead (Singapore).
He is seating at the board of the French chamber of commerce and past at the European Chamber of commerce (VP) for several years in Singapore, and is also a project finance visiting professor at Singapore ESSEC campus for continuous 10 years .
