Overview

The Greater Western Sydney Area is expected to experience significant economic growth over the coming years with the development of the Western Sydney International Airport and the surrounding metropolitan, commercial, and industrial precincts.

There will be several measures undertaken by Transgrid to ensure a safe and reliable electricity supply for the future of the area including the following.

Kemps Creek 330kV Substation

To maintain supply within the region and support electricity distribution, via Endeavour Energy’s network, Transgrid is planning to construct a new 330kV substation – Kemps Creek 330kV substationimmediately south of our existing Kemps Creek 500kV Substation at West Hoxton

The project is critical to ensuring a safe and reliable electricity supply for Western Sydney Priority Growth Area, including Western Sydney International Airport.

Project area

What are we building?

  • A new 330kV substation, also known as a Bulk Supply Point, to the south of the existing Kemps Creek 500kV substation
  • Minor modifications to the existing Kemps Creek 500kV substation
  • Transmission line works to connect the existing 500kV substation to the new 330kV substation
  • Upgrade works to the existing access road to support construction and operation of the new substation.

Environmental approvals

We are currently preparing an environmental assessment, in the form of a Review of Environmental Factors (REF), in accordance with Part 5 of the Environmental Planning & Assessment Act 1979.

Transgrid will be the determining authority for the project.

Community consultation

Transgrid is committed to engaging the community and key stakeholders to improve project outcomes for the surrounding community and electricity users. Consultation with surrounding landowners and key stakeholders has commenced.

The REF will be available for public comment on our website in the first quarter of 2026. We will notify key stakeholders and the community prior to the exhibition of the REF to invite submissions.

Community and stakeholder feedback will be considered during the project and, where reasonable and feasible, amendments may occur to the project design and construction.

Regulatory approvals

Transgrid has worked with Endeavour Energy to undertake a Regulatory Investment Test for Transmission (RIT-T) to determine the most prudent and efficient option for ensuring supply to Western Sydney Priority Growth Area, including Western Sydney International Airport.

The RIT-T is a cost-benefit analysis which Transgrid and other transmission network service providers must undertake to test the economic viability of different options available to meet some future transmission demand. It is designed to provide options that will deliver the highest net economic benefits to all those who produce, consume and transport electricity in the market, whilst meeting supply reliability standards.
